Model system of scientific societies

Amended by Council 23/5/2011

Article I: Established in 1993 Scientific association under the name of the “Lebanese Urology Society” derived from the Lebanese Order of Physicians (LOP).The  medical society is working within the scope of the Medical Association (LOP) and subject to the supervision of the Scientific Committee of the LOP and is a non-profit association.

Article II:

Location, Lebanese Order of Physicians (Bait El Tabib) in Beirut, Lebanon.

Article III:

Terms and Conditions of Scientific Societies:

A – Legal Status, The scientific societies with A single jurisdiction:

- To have a certificate of competence of associate members.
- That this jurisdiction registered or recognized by the Lebanese Ministry of Health.
- Must not be less than the number of associate members of the Assembly of 30 members, the members submitted a request for establishment of the society must not be less than ten persons, provided that at least the number of associate members of the Association at its founding thirty members.

B – Scientific Societies Multidisciplinary Societies:

- There will be a multidisciplinary scientific association similar globally.
- The associate members have a certificate in one of those terms at least (Diplôme – Compétence)
- That such functions are registered or recognized by the Ministry Health of Lebanon
- Incompatibility between the membership of the governing body of this Assembly and membership of the administrative body of other scientific societies.
Must not be less than the number of members submitted a request for the establishment of ten doctors but at least the number of associate members of the Assembly on 30 members when brought in to work.

  1. Article IV: The objectives of the Assembly:

    A – consolidation of friendship and fraternal cooperation between doctors and scientific members of the Assembly on the one hand and between them and the medical Lebanese and foreign, on the other.

    B – to maintain a decent standard of moral and professional doctors members of the Assembly under the law of the edical literature.

    C – to facilitate scientific exchange between the members of the Assembly by organizing lectures, seminars and scientific conferences locally and internationally.

    D – promoting research and dissemination of scientific articles.

    E – To disseminate information and guidance to expand the medical culture of the public under the guidance of the Scientific Committee of the Medical Association.

    F- Develop an integrated scientific programs include all the terms of reference to facilitate access to points of credit.

    G – the representation of functions in all things scientific, social and moral within the union and beyond.
    H – to ensure the interests of doctors specialists within the trade union forums and scientific and academic communities.
    I – Develop medical protocols.
    J – the establishment of a register of patients with chronic diseases

Article V: MEMBERSHIP:
Assembly consists of:
1 – members of staff.
2 – honorary members and supporters.

Article VI: working conditions of membership:
Be an active member of the Assembly to meet the following conditions:
1 – to be Lebanese and registered in one of the associations of physicians in Lebanon.
2 – to apply for membership in the Assembly.
3 – to approve the request of the administrative affiliation.
4 – to pay the annual subscription of 30,000 at least for.’s. And over 50,000 for.’s. According to the decision of the General Assembly at the proposal of the administrative body.
5 – to be a viable system of an Assembly in order to achieve its objectives.
6 – that meets all the requirements for jurisdiction under the laws of the union.
7 – to be a practitioner working within the field of competence.
8 – to be of good behavior and conduct and not convicted of a felony or misdemeanor.
9 – is examining requests for membership and approved by the administrative body within a period not exceeding six weeks after registration of demand in the Secretariat of the Assembly, under penalty of view the application to the Council of the Doctors’ Union by the Scientific Committee for a decision during the month of the date of the application in the Registry of the union.

Article VII: Honorary Members and Supporters:
1 – are the doctors who contribute – in support of the Society – donations in cash or in kind, or to provide invaluable services of the Assembly.
2 – Some foreign doctors or overseas renowned scientific and academic who contributed in the service of the Assembly.
3 – Some doctors have other functions and services of the Assembly.
4 – can be the administrative body and a majority of its members to accept honorary member support staff members at the suggestion of one of its members because of special services of the Assembly.

Article VIII: Duties and rights of User Group:
1 – the result of an active member attendance to attend the meetings of councils or the Assembly, which called it, or is a member and pay annual contributions in a timely manner, as he must work to achieve the goals of the Assembly, including available resources available to him.
2 – are not entitled to the Group member participation in the responsibilities of the Assembly, and stand for membership of bodies, and the elections to these bodies, and monitor the progress of work, but if he would steer the full its annual contributions owed to the Association and the Assembly, and before 15 days from the date of the annual general assembly within the office hours of the union.

3 – Down with the membership of any active member does not pay its annual contributions for three consecutive years, unless the pending affiliation to the Assembly by a letter written Faafy of the contributions of the date of the book in the Registry of the union or association.
4 – has the right to administrative two-thirds majority vote of members present at a meeting with a legal request from the Council of the union chapter any member of the Assembly, abused them or work to distort its aims and objectives.

Article Nine: The bodies of the Assembly:
Bodies consist of the Assembly:
1 – constituent body.
2 – General Board.
3 – the administrative body.

Article X:
- The right of the Doctors’ Union and the Council on the proposal of the Scientific Committee should be appointed by a constituent body or a transitional

Public Authority:
Authority is the highest authority in the Assembly and its decisions are binding on all its members.

Article XI: heal the Public Authority:
A – 1 – normally a year and its agenda consists of the following items:
- Approval of the report of the administrative body for all the work of the Assembly’s annual.
- Approval of the annual financial report which includes the draft annual budget and cut off the account.
- Issues raised by the administrative board and suggestions from members and discussion of works completed and those intended for the implementation and feedback.
- Provide suggestions and recommendations to the Commission staff.
2 – exceptionally _ at the request of the President or quorum of the administrative body or a written request for a third of members of the public, and includes the reasons and agenda.
- The General Authority of the Extraordinary Meeting of the items specified in the invitation for this meeting only.
B – heal the public and add to its agenda, election of the management and presentation of financial and administrative reports every two years for approval by the General Assembly.
Article XII: the administrative body
Manages the affairs of the Assembly and oversees all activities of an administrative body composed of 9 members selected by the General Assembly by secret ballot from among its members for two years and including the President called in the foundation stage or transitional and vice president.

Article XIII:

3 – Number of physicians representing more than 250 members of the Assembly nine administrative body.

Article XIV:
The term of the President (President) is two years, renewable only four years after the end of his mandate as he may then be nominated for membership of the governing body. Term of office of members of two years, renewable for one time only and are not eligible to run even if the nomination is based on sponsorship of any center in the administrative body that follows.

Article XV:
The General Assembly meeting in the presence of a legal absolute majority of its members, and if no quorum in the first session to postpone the date of the second pre-determined that the administrative body not exceeding two weeks from the date of the first date, and is then legally who attended.

Article XVI:
Council is entitled to the Doctors’ Union and on the proposal of the Scientific Committee to appoint a statutory body to end its mandate as soon as the first Board of a public election.

Article XVII:
Administrative body is entitled to appoint delegates working in the regions (provinces and / or districts) to meet their administrative board periodically in order to activate the work of the Assembly and the participation and communication note that he is not entitled to vote.

Article XVIII:
Elections are held under the administrative supervision of the Scientific Committee in the presence of a representative
Article XIX:
After notifying the Scientific Committee at the Medical Association, announces the administrative body for the time of the General Authority election in two local newspapers and electronic means available, such as the Center of the Association website when available, and an SMS e-mails a month before the date of the election. That not later than the second session one month before the expiry of the mandate of the administrative board. And specified in the announcement of the deadline for payment of contributions to the Association and the Association and submitting nominations.

Article Twenty:
Submit applications to the secretariat in the scientific society, and shut the door of the nomination and payment of fees to the Association and the Assembly before 15 days from the date of the General Assembly within the office hours of the union, and attached to the check lists and accept objections to the last working day trade union before the Assembly.

Article Twenty One:
- Declare the administrative body in the center of the union two weeks before the election date list of the names of the members of the public and the names of the candidates to accept objections to the last working day before the union of the Assembly.
- Declare the election results immediately after the votes were counted and the winner candidates receiving the largest number of votes will be reported to the Scientific Committee that the results immediately, and is a member of the three losers among the first members of the Rdjevin.
- If two or more candidates are equal to the number of votes is the winner of the oldest in the candidate’s affiliation with the Society, and if Tsawa seniority in the older candidate wins.

Article XXII:
Not entitled to a member of an administrative body of one of the scientific societies to be a member of the administrative body for other scientific societies.

Nomination:
1 – President and Vice President shall have the right to be elected to the position of President or Vice President has available the following conditions:
- To be competence in the exercise of a period of not less than ten years, including 5 in Lebanon, at least.
B – to be an active member in the Assembly for a period not less than 5 consecutive years.
C – to have attended at least half of the scientific meetings organized by the Assembly during the last three years before the election.
D – that he had received a minimum of 30 points per year by the Committee of continuing medical education during the last three years before the election (90 points during the three years).
E – The annual program is committed to providing an integrated continuing medical education in the specialty.
And – where available, and one of the following conditions:
- March or exercise of university education in a college of medicine in Lebanon for a period of not less than five years.
- Five free medical articles, at least in the Journal of the references are grouped in one of the world, for example,
Index Medicus.
- Lectured at an international medical conference or regional (Communication écrite ou orale) during the last five years.

Members:
The right to run for the office of a member of the administrative board who fulfills the following conditions:
- To be an active member in the Assembly for at least 5 years.
B – that he had attended at least half of the scientific meetings organized by the Assembly during the last three years before the election
T – received a minimum of 30 points per year by the Committee of continuing medical education during the last three years before the election (90 in the past three years).

Article Twenty three: If the vacant office of the president or vice president is replaced for the remainder of its term, the eldest member of the board members.
- If a vacancy occurs Center or more members of a governing body replaced by first reserve Valthani Vaii.
- If they are free centers of half of the members of the administrative body or more, including Alrdfa, invites the Scientific Committee General Assembly to elect a new administrative building of the decision determined by the Council of the Bar, if not the President from among the resigned (Vice President and Members) remains in his position and is elected vice president with members, and if not, Vice President of the resigned President becomes the new body is elected vice president with the members.

In meetings:
1 – Administrative Board shall meet at the invitation of President ordinary meeting once a month at its headquarters in the house of the doctor, and records kept at the center of the Assembly, and can be of the Scientific Committee and the Council of the Association found when needed.
2 – meets the administrative extraordinary invitation of the Chairman to discuss the report and the matters specified in the invitation.
3 – The meetings of the administrative law in the presence of more than half of the members.
4 – The President opened the meeting and in his absence the Vice President and the Secretary read the minutes of the meeting for approval.
5 – of the administrative decisions taken by majority of members present and in case of a tie vote is the voice of the president likely.
6 – Information on the administrative board of the Scientific Committee periodically for meetings, conferences and scientific activities organized.
7 – In the administrative board shall elect its first meeting after the election, and among its members a secretary and treasurer for a period of two years.

The powers:
1 – Head of the administrative body (President):
A – management of meetings, advocacy and maintaining order during the session.
B – heads the meetings of the General Assembly and the special administrative board and calls her.
C – represents the Assembly in events and forums.
D – to sign the orders of exchange in conjunction with the Treasurer.
E – publishes annual report on the work of the Assembly and signed by the Secretary, also publishes the annual financial report of the Assembly and signed by the Treasurer.
And – the general oversight of the activities of the Association.
G – that is committed to scientific protocols, at least according to specifications for the protocols of the Scientific Committee.
H – Signs of ordinary messages with the Secretary and the money orders and everything related to the financial affairs with the Treasurer.

- Vice President (President Elect):
- Acting as President in his absence the advertiser and the legal and have all the powers and duties.
- The duties and functions assigned by the president to do.
- Devolve the presidency to him after the completion of the mandate of the President.
Note: may not be running for the position of Vice President again only four years after the end of his term as president

3 – Secretary:
A – shall prepare the agenda of the administrative body in consultation with the President.
B – regulates the minutes of the meetings of the administrative and shall sign with the President of the decisions issued by it and pass it.
C – The receiving and sending correspondence and invitations of any kind.
D – in charge of organizing the Assembly and archive files and records of its members and protect it in the center of the Assembly.
E – directs calls and decisions of the Assembly of the relationship to the owners of the approval of the administrative body.
And – receive and announce the nominations for the administrative body within the time limit set by the administrative board and the system.
G – is the annual report on the work of the Assembly and signed by the President after approval by the administrative board, in preparation for submission to the General Assembly.

4 – Treasurer:
A – saves money Assembly and oversees the property.
B – put all the money in the banks Assembly on its behalf by the model adopted in the Association and shall keep him in his box on the amount determined by the administrative board.
C – do not spend any amount of money under the Assembly, but is a legal exchange of the administrative body.
D – oversees the receipt of gifts and donations received, and is organized by the records necessary to adjust the financial Assembly.
E – is the annual financial report which includes the draft annual budget and cut off the account, after hiring a degree in accounting, and signed by the President after approval by the administrative board, in preparation for submission to the General Assembly.
And – shall supervise the activities produced.
G – The charging of the member under the official receipts.
H – sign with the head of the administrative body for all transfers and withdrawals and financial Almassaerfat.
I – the cashier hand over the auditor approved by the union, a copy of the annual financial report one month before the date of its submission to the governing body, to express his opinion within 15 days, may not be published annual report of the General Authority for Scientific Assembly before ratification auditor approved by the union.

In committees:
1 – has the right to administrative approval of the Scientific Committee to establish subcommittees of experts headed by one of the members of the governing body determine the names, functions and the method of selecting its members.
2 – Each Committee shall within its competence, the study projects provided by or referred to it and working on implementation after approval by the administrative board, and back in all financial matters to the governing body of the Assembly.

Article XXIV:
Solution of the administrative and the General Assemblies and special:
1 – is committed to the administrative record after the written request of the Secretariat of the Association and the period of time not exceeding three weeks at the invitation of the General Assembly special session after setting the agenda and inform the Scientific Committee to do so.
2 – The Board of the Doctors’ Union to resolve the administrative and call for the election of a new administrative building of a reasoned proposal of the Scientific Committee.
3 – If the expired mandate of the Administrative Board (two years) did not attempt to hold a public body to elect a new Board of Directors Scientific Committee in the Association this task, and considering the outgoing resigned.

Article XXV:
In the finances of the Assembly: the financial resources of the Association consist of:
1 – membership dues.
2 – Government assistance and non-governmental ONG
3 – donations and gifts.
4 – yield scientific conferences.
The disposal of funds of the association in order to achieve its goals under the supervision and control of the Doctors’ Union, that the funding does not affect the ethics and the ethics of the profession

Article XXVI:
1 – do not spend any amount of funds of the association, but by decision of the administrative body. But he is entitled to dismiss the president and exceptionally an advance not exceeding 500.000 for.’s. Subject to approval by the administrative body for this exchange in the first session convened.
2 – The Board of the union access to the Assembly at the expense of the Fund and the Bank, under the authorization model attached to this system.
3 – the Assembly to open an account at the bank appointed by the Bar Council under the name “Association of Physicians in Beirut, Lebanon (Lebanese Association for ………………).
4 – Scientific Society under the control of the Finance Committee and the union annual financial audit by the auditor appointed by the Council of the Bar under the penalty of a solution of the administrative and disciplinary accountability by decision of the Council of the Bar.
5 – pursuant to the provisions of Article 62 of the Rules of Procedure of the union is committed to the Scientific Association to conduct a scientific conference and at least one year, going back to the Pension Fund Medical Association 50% of the resources of the Conference of net (profit), with reference to the necessity Assembly’s commitment to provide detailed budget of the Scientific Conference to Bar Council two weeks before the date of the meeting and shall be treasurer of the union or his delegate of the Finance Committee of Association sentenced a member of the Finance Committee of the Conference, the Assembly must also provide the union with a budget of each conference a month after the date of the meeting.
6 – the Society commitment of financial assets defined in this Regulation, including the payment of financial obligations to the pension fund under the penalty of a solution of the administrative ruling by a decision of the Council of the Bar Association.

Article Twenty-Seven:
Is resigning from the Assembly each member has a condition of membership or declined to attend four general assemblies (ordinary or extraordinary) in a row without a legitimate excuse, or refuses to pay the subscription fees for three consecutive years in spite of his warning by the Secretariat in accordance with the assets.

Article Twenty-Eight: Assembly resolved:
Assembly can be resolved in the following cases:
1 – a decision of the Medical Association.
2 – a decision of the majority of the general 75% of registered members.
3 – When dissolved into their funds and property owned by a ruling of the Union of Physicians of Lebanon in Beirut.

Article Twenty-nine: Conflicts and disagreements:
The Council of the Bar in Beirut sentenced absolute authority in any dispute or difference of any kind with the association and after the matter to the Scientific Committee.

Article Thirty: Modify the system:
Council may amend the Doctors’ Union this system for reasons Aallaha Council or upon the proposal of the Scientific Committee or the absolute majority of the General Assembly.

Article Thirty-one:
To the Association Council on the proposal of the Scientific Committee authored scientific organizations in accordance with the terms of reference recognized nationally or internationally agreed that the scientific assessment of the work of scientific societies every two years and report to the Council of the Bar Association.

Thirty-two article:
This Law shall apply from the date of its ratification by the Council of the Bar Association.
